Is Starcaller available anywhere? Only place I have seen was in the review earlier in the year.

As far as I know, it was available in tycoon and in yearly review, it will probably be available in mid-year review, as well (let's hope devs will decide to put her there).
EDIT:
Surprise - it was available in Tycoon Mystic Exchange, as swap with the angel for the rank 2-3 tycoon (ofc, condition was to occupy one of those ranks). For rank 1, one of the available swaps was for Sybil (another surprise!).
