New St Patrick's Party blueprint, Happy Halloween blueprint

Hello, I'm writting here to ask you if there is any possibility to bring back the New St Patrick's Party blueprint and Happy Halloween blueprint, because I started on the game little bit later and not just me but others players on US26 have the decors but no the blueprint, so if possible please bring it back please.

I along with many on my server and in my Alliance need the Happy Halloween blueprint. We also need the Shadow Blade Sylph and Silver Fox clothing/shard. Both seem never to be offered. Thank You for your help
