As it's the end of the month today I have collected all shards from this month's calendar...only to see it nowhere under the synth function. Where and how can I actually synth the 200 shards into this item and how do I use it?

I spoke to a GM who says that if you're not able to see the option to synth, it's likely you're not a high enough level. It might be level 70, but you'll need to be level 74 to use Ghost Witch.
