Unlock cards to Sell in House of Cards

I have multiple of the 7 of hearts and 7 of spades. They are currently "Locked" and don't show up for swap. How to I "Unlock" those cards to allow them to be swapped out for different cards?

As they are the rare cards in the Common Box, I think they made them untradeable/unable to swap or sale. ^_^

Which basically makes them dead draws for those of us that dont want the items that require them. Make it so they can be swapped for points but not aquired by points and everyones happy.
