Victory rush pally lvl 80 skill what is it?

what is Victory rush can someone please tell me? zerkers very OP at lvl 70 up.... pally's not so strong anymore....

victory rush = 160% patk + 1600 with 35% of confusing target something like that

pad are OP if u know how to build
