Ashira is correct. As long as CW has existed, one needs to get the top 3 correct for a winning wager.
Here is a quote from the guide to Patch 1.6, when Class Wars were introduced:

Wagers are a great way for all players level 35 and above to try their luck on guessing the top three finalists or take a lucky draw with the One-click Select option. In order to win a portion of the Glory Crystal prize pool, players must select the top 3 winners correctly.

That would be kinda stupid. Wager system is already beneficial for everyone, you can't lose crystals if your wager is wrong, but you can win crystals if it's right...the expected reward is greater than zero, with NO risk, and people still complain about it?

Since in very many finals, the char taking 1st rank is very obvious (take Zebq's domination in the past, or Pipster's), they'd essentially giving people free double crystals with your system - makes no sense whatsoever, it's supposed to be a lottery.

ok put it this way if theirs 2 cw finals then why cant we bet on both cw finals if we are european time zone

Why can't we bet for oceanic? cause we don't participate in it, same as the split euro cw, we only participate in one of them, hence why we only can bet on one.

What about waging 600 and gaining a ridiculous amount of 1600?
Usually it was 5k-6k the prize for individuals. As far as i noticed, no one else put exactly the first 3 winners of my class.

You get amount between 2x and 20x. 2x would be 1200 so you got slightly more than the minimum you could've gotten
