It looks like you selected the first sylph, but not the second. You are able to choose which ones you wish to merge in case you have multiples. Select merge tab -> Select Gaia -> Select Athena -> Merge/1-click Merge.

Your athena is not complete. 0/1. I can only imagine its missing a very slight amount of sepulcrum. If that's not the case.... I can only assume its a bug, submit a ticket.
