This is a bug that has been reported. It's across all merged pets that increase stats in that passive.

Passive Thor skill (Tyre), Frigga (Freya) and Odin (Loki) are not working, the more normal sylphs yes.

It's been reported that it's broke when it came out to live.

The mentor team doesn't have an ETA on it's fix, but know that the issue has been reported.
