iv been topping up this way sense i started and now after patch i get this can this be fixed fast please

Issues with the availability of payment methods needs to go through Xsolla, as they are the ones who maintain those. They will be able to tell you if there was a change to your preferred payment method, or if there's an issue on their end. There should be a "Contact Us" button found at the bottom of the error page that can be used to contact Xsolla. Alternatively, you can go straight to http://help.xsolla.com/.
