Wishing pond issue

So my wishing pond point shop is empty, while on my other toons there are items here to get with the points, any reason why it is like that or is it bugged?

If I am not mistaken, you only get points for the shop if you try to buy something(make a wish) and fail. If you are successful, you don't get any points

the problem is not the points, i got those, but u are supposed to be able to spend the points, wich i am not
