Cooldown timer VS. System timer

im sure someone can enlighten me on this. in instances such as DI and Gods descent, where both the system and cooldown timer are both visible, there is an obvious difference in countdown speed with any lag whatsoever. so why cant our skill cooldown trigger a system timer? would it be too much data flow?
