Eadaemon limit?

I can't remember the max you can have..is it 16? I'm up to 11 so far and still can't get a knight. Have as follows: 6 battle oracles, 2 scourge mages, 2 wind rangers, and a sanctuary hunter (this is the one I picked for myself at the start)

Also, anyone have any idea how to get refinement crystals now that dungeons no longer drop items to salvage?
