How does critical rate work?

What is the critical chance from 1k critical rate? I heard there is a 3% chance from 100 critical rate so does this mean it would be 30% chance from a 1k critical rate?

If that is so then something is wrong with the critical rate in game. I had over 3k critical rate however I don't always do critical hits. About 5 critical hits out of 10 hits

Archers out there. Test it see if you always do critical or not
