why cant send a rose in names with altcode (space 255)

is it possible the name with alt code (as seen on my attachment) can be send roses? please answer me ...

it means you are not friend to a player that you want to send a rose you have to add him as a friend or he or she could add you as a friend so you have to be friend to a player that you wanna give a rose
