yes it is a passive talent not skill sory ita tallent

You have 5 talent upgrades, all of which are currently in holy seal. You need Holy Seal lv. 5 in order to get any talent to level 1. Thus, the next time you upgrade your talents (your 6th point) you'll be able to choose to spend it on any of the talents to level 1 in addition to having the option to further upgrade holy seal. Thus, upgrade talents one more time and you'll be able to get lv. 1 of whicher talent you'd like.
