Similar to the daily 2 free bounty resets why not 2 mystery shop resets for free it can be made not to efect vip with the 2 free attempts if you feel like it will give that much disatvantage building vip points.Also 2 wont affect your events mystery shop resets since they are from 5-7 per quest.This way non-cashers can have some little happiness too 
and you may squeeze some balens from them if they get lucky with something worth investing some small amount money in it not to be affraid we all know the odds of gems
