Does this mean for example if i level up stat i will get +10 instead of +5 in stats for every lvl?

It means you get 10more lvls to use whips on. From te start the amnout of whips/balen trains are limited.
The more mounts you get, the more you can whip/balen train your ponys.

Smoldering is right you get the lvls for using whips increased not the stats i also at firs thought like you but than a guildie explain it to me.Also know that it would be way to good to be true xD
