Angels have low IQ

Why do Angles heal at the start of the battle (when no healing is needed) and then fight like crazy at the end (when they do little damage but could be more effective healing).

It would be good to be able to determine the behaviour of your troops instead of the random/time system.

They heal randomly just like every other troop uses its abilities randomly. The first heal is random target, heals after that target lowest % of hp so not really that dumb
