we should be able to put some of our gold in to the vault to save for when we need it like upgrading our towns instead of contribution all the time

Not the first person to suggest this. Long story short, no, because it would remove the point of plundering, which is to punish players who sit on a mountain of gold that they can't protect and take a 10% cut of it. Some helpful suggestions:
1) City Protection token, pop it right before a WB and you're covered for 2 WBs.
2) Ask a friend to hit you pre-WB to put you into 2 hour protection.
3) Only keep gold on hand if you're going to need it for something.
4) Sit in the Autaric Plains, they can't hit you if they can't find you. -
