Best place to find Bound Balens?

I'm pretty sure all mystery boxes are the same (...) they give 30 at a time

As far as I know, on level <20 quests Mystery Boxes give only 20 BB. But that might be an example of bad sample size, since I haven't done many quests of that level. Only around 30.
