Talent, abilities that "have a chance to..." should stipulate what that chance is. Take for example Tyranny: Slasher has the chance to increase your skill damage by 3%; lasts 2 rounds

A good talent? Well not if the trigger rate is 10%. And if you set it to test it, it now cost 895 balens to take it back out.

yeah, they never inform us : talents, sylphs, astrals, gem boxes, the % in the chests we buy(which is probably the most important) and so on...
