Is it safe to spend insignia on exp books after we obtain 70 leg set,does anyone know if there will be something for insignia in future patches?

Spend insi on exp books and dont worry aBout it

spend on xp books or spend on making lvl 2 refinements and synthesis those into lvl 3 if you still need refine stones. Make sure to keep at least 3-4k insigs on you though when it comes time for the new med update. Which won't be for another 5+months.
