You can't make as in you can't see the synthesize button for legend 80 gear or you can't synthesize legend 80 gear even if you have all the required materials?

In order to gain access for the legend 80 gears in blacksmith you need to be lv 70 or above. To synthesize legendary 80 gears you need legendary 70 gears and legendary 80 stones and legendary 80 shards.

Summary:

You can't make legend 80 gears if:

• You are not lv 70 or above.
• You don't have corresponding legendary 70 gear for a specific legend 80 gear.
• You don't have enough legend 80 shards and legend 80 stones
• You don't have gold to synthesize the gears. XD

*Note: there is no such normal 80 gears, only legendary.

If you find that you are legible to make legend 80 gear/s and still can't synthesize them you may file a ticket about it.
