45 days is not long, if you have been MIA for health reasons and I have been absent from a game for 6 month after having had a heart attack, I would have freaked out, if Guild Wars would have removed my character when I was ready to come back after all the time I put into it and had ask me to start over again.
Especially if it's a former VIP member who's also spend Balens on the game.
