when exit to outside the city..inside the world explore map.. what stage to clear to unluck the area to explore the world map.

got stuck and not moving around unless clear the stage to unlock the area to move and continue the world explore quests.

I think at level 24, you can unlock the Territory system, which includes city-building, resource management, and unlocking new map areas by capturing those locations
