At Level 28 there's a quest. The quest shows you that the Card system can be found in the Force Book icon. Hovering over each card, you can see the source information at the bottom of each card. It looks like most can be found in a place called Fafnir's Vault (I don't know what that is) or from Wilds mobs.

I went to the lvl 45 mobs, killed a few Hell Boars, and got 2 Hell Boar cards. I see that leveling up the Collection just means getting more cards, and leveling up each card means getting more of that specific card.

The Lvl 28 quest also directed me to the Forge, for the new Enchant tab. You just need to double click a card to slot it in. If you slot in a specific combination of cards, you get a bonus. There is a help tool and a sprocket on this panel that will give you more information about that.
