i am from bosnia and i cant use recharge wia phone? why?

It depends on what you mean by you can't use recharge via phone.
From Xsolla's support page:
Why wasn’t I able to make a mobile payment?- If you confirmed a mobile payment with a code or SMS text, your payment is most likely pending, and can take up to 24 hours to process. Once it’s processed, the value of your mobile payment will be delivered to your gaming account.
What should I do?
If your mobile payment doesn’t process, please contact us so we can reach out to the SMS provider for additional clarification regarding this issue.- When you input your phone number in our system, it checks if your mobile carrier provides an option to pay for the product that you have chosen (from your phone balance). When you receive an error message stating you cannot make this payment from this phone number, it unfortunately means that it’s not possible to make a payment for your selected amount using this phone number.
What should I do?
