There isn't a way to turn off the scrolling text at the top of the screen. Previous suggestions to remove the scrolling text or remove the redundant announcement in chat have been forwarded numerous times over the years since the game launched. Unfortunately, the devs like the scrolling text, so the marquee with the scrolling text is here to stay, and the chat announcement is only there in case you missed the scrolling one, so that's staying as well.
It's not text on the screen that's causing your computer to slow down. The game lags, and the background process that triggers the announcement is what causes the lag.
