Guilds Noy Allowing people to Join

Just Started Server 4 last night Tempest Keep. And I Was Second Guild Created. Yet Everytime I Try to Recruit someone they tell me its not working. So I Try to invite them and there not getting anything. But yet there is 2 or 3 other guilds with people in them. Why is mine not working but others are.. Guild:GrimAngels , Wolfie S:4 Tempest Keep
