We got snowman event...hunting for chest but have no snowman? Is the WAI?

So i set my filter to find red and blue yeti's...............i found 1 lvl 13!!! Nothing between lvl 20- lvl 14............so i would assume this isnt WAI!!?? There's only 2 ppl on right now so nobody appears to be hunting them since we cant find any between lvl 14- 20!!!!!!
