Research speed not giving us the right bonus

i have 12 cities or capitals that give 7 % bonus research speed. so the total should be 12x 7= 84% research speed from the entire nation. i go to ranking then the nation tab and look under my nation bonuses and I'm only getting 49% bonus research speed. my whole nation is missing 35% research speed. that is 5 cities. i look at the other nations and they are also lacking in research speed by a couple cities also.
