How to upgrade hero quality

QUEST: There is a quest asking to upgrade hero quality to level 4. What does this refer to? What is the quality f a hero?

Hero Quality is upgraded from the "Crest" tab of a hero. Level 4 would be Rare, Level 5 would be Rare +1, Level 6 would be Rare +2, Level 7 would be Epic...etc.
