Is it possible to spend your treasury gold? If not what is it for?

It's used by the Vizier to set up attacks/defence for extra merit bonus or attack/defence bonuses. The vizier needs to go to "nation tab", then select "nation command", then "command order". Then pick your options. Hope this helps.
