Paragon clash----A good idea.
But not., when fighting S34 against S131 and so on. The higher server has no chance..

I think it is better to make groups with 10 server....for example S1 to S10, S11 to S20-----and so on.

Why? you and your server need to communicate and decide if you're server or nation is going tyrant, vip, or paragon! It's your choice not R2 who's making that choice for you.

How I can avoid participating Paragon? this is the second time when I dod not apply it but I am in it? Fed up with this.

You avoid Clash by making sure all your outside stuff is done before 10am.......
