Ahhhhhhh... Well GIMP, you could download for free (not sure if trial version or full). Or you could go for a... *cough* CD... *cough*
Well I suggest, if you want to go from traditional art to digital, fiddle around with the pen tool. I saw an excellent guide in deviantart you might want to see. You don't need a drawing tablet for the pen tool (more frustrating to use).

Pretty soon your art shall have a steel-like mirror shiny finish to 'em!

I think this is more for photoshop, but pretty much most advance art programs have a pen tool so, it might work on GIMP.
