Not being able to delete accounts on your own is a security feature. Some people spend a fair bit of money while playing a game, and in the event of a compromise, they won't lose all of that because someone deleted the account on them.

You will need a game and character to use to submit a ticket, so if you don't have one or don't remember where you had one, just make one somewhere for the purpose of submitting the ticket. In your ticket, tell them to remove your personally identifying information in accordance with GDPR. Doesn't matter if you don't live in the EU.
