mage elite skill buged

i see that my elite skill THUNDERSTROM is not working ......But normal thunder strom is working PLease resolve it as soon as possible i never noticed this thing i see thunder droping but today when i check that only normal skill is only working but not elite skill i am posting the pic please look into it ------------------THANX--IN--ADVANCE----------------
