why cant they make it on all instances and the first 3 on each instance get extra rewards L1 is far too laggy especially with an event that draws all the characters to it, its damn stupid is what it is. another thing that they didnt put much thought in to

I'm liking this "in addition". It sounds like after the first three players, the others still get something. It's always a good thing when everyone gets something, even if it's a little less than the winners. So yay!
