If you have no software a good one to get that is 100% free and good to use is paint.net. If you want to try OUT a program, Paint tool Sai is great, and you get a 30 day trial. Personally I recently got a tabled and use Autodesk sketch book which comes with some wacom tablets.

There is quite alot, depending on what you have and what you can afford. Everyone who has windows has MS Paint (paintbrush > mac), quick serches on google gives tones of web based apps, for money you can get others such as gimp, paint tool sai, artrage, opencanvas, painter, coreldraw photoshop or Illustrator.

Newbs should start with ms paint tho.

As for how, the best teacher is to wing it.

Half assed quick concept sketches for the female side > dudes later. Please note these are not finished, that why they are faint and why it gets more scribbly near the end, I was getting tired.....
From the left: Solider Uniform, Spartan Outfit, Eastern Inspired, Privateer, Escaped Fellon (Aus convict markings > male has generic stripes), Maid (male alt is bartender.), Templar Armour.

Adding color to drawing would make the art work more attractive and in case if your costume win the moderators will have to choose the color for you. My only Ex. would be you want a blue outfit but got pink instead

I just did a female one, (I cannot draw bewbs) and it's Ghost Cowgirl. I'm from the USA, and sometimes with all the Videogames out, you gotta get back to your roots of gunslinging... but with STYLE! =D

    [Guide] Uploading Images to Forum
Here is a guide on how to upload and manage pictures uploaded to forum. if somehow the level of detail far surpasses forum upload limits but isn't too big, would suggest using a site like tinypic.com, or 3image.com as host then link the image with image tags like the guide explains. hope it helps an good luck!
