I'm not sure if GIFs are activated for regular accounts, but if they are, it's the same process as the way you got your current avatar up. -
I just tested it, but the GIF doesn't move when you add it as an avatar on a regular account.

regular forum accounts can not have a gif as a profile picture as reverie does. only mod accounts and above.(S39)Schrodinger, Eidolon, Knight

well to update this, i guess it takes a gif file small enough for it to work....
mine for example is 64x64 and 2.93KB in size.(S39)Schrodinger, Eidolon, Knight
