there's a bug in ladder on lvl 16...the (ladder) stone killer can't be killed..RB QUEST fail..we hope to get a responce asap..ty

As far as i know there is no lev16 RB quest, the RB quests start at lev35APOLOYMI

Lvl 16 is the one with the pillar that a mob gets stuck on, giving the "cannot reach target". This means the party can't move past that floor (which is why the reference to the rebirth quest fail).
The only solution is to send in a ticket, with a screenshot, and then wait for a reply. If you've got the time and the patience, you can stay on that floor until someone is able to push you to the next floor or reset the mobs- just indicate that you are waiting in the ticket.
