Imbuing Heraldry Seals

I know that some players have imbued their heraldry seals but for some reason I do not seem to be able to imbue any of mine - and I've tried them all.

Are they supposed to be 'imbue-able' or was it a bug I missed out on? And if they are, anyone have any suggestions as to why I'm not allowed to imbue?

They can be imbued. But you need to use the imbue stones 1st, before awakening them. The awakening is a probability. And once equiped, you no longer see the imbue. You get the benefits of the imbue, you just can't see the side panel when you hover over an imbued, equiped seal.

Correct. You can imbue heraldry seals. If you unequip them then they should come up in your imbue panel.
