First, you need to be scion/eidolon

Then go to the sperion master next to the teleporter in Starglade

You will be presented with 2 quests: attack sperion and defense sperion

You need to complete the quests to get the respective sperion

(It is allowed to have both sperions, however only 1 can be equipped at any time)

No lvl requirement as long as you are scion/eidolon. But the quests require you to kill mobs in heavenly isle, so you must either hit lvl 75 to get there normally, or hope for rebirth quest to give you Fallen Angel quest so you can teleport there before lvl 75

i got it now but by the way how can i teleport in heavenly isle?

Talk to the goddess NPC in Tyria village, she should give you the option to teleport to heavenly isle IF you have Fallen Angel quest active
