Hi,
First time this ever happened to me but I relogged before quiz, and when I tried to log on it got stuck on the character loading screen with the message:
"Loading character list..."
Now, i've tried everything I can including rebooting my laptop, clearing cashe and all website cookies - still no go.
My browser is google chrome...
Any suggestions?

Being nice here and will try to explain like I'm talking to my 3 year here old.
Five little piggies went to market.

The second little piggy walked around the forest and got home safely (hence your flash loader worked)
The third silly little piggy, walked through the forest in the UK and got eaten by hungry wolves. (Hence no character loading)
For the grown ups:
Unfortunately your ISP reroutes international traffic through the UK, so some sites that go around the problem area will work.
But the sites that are in an IP range that go through the problem ISP will be affected.
Most of Africa, some of Europe, and all those Eastern country that reroute via Europe will be affected.
NZ may be affected as well.
Now stop whining and go read the news if you can get there.
For those of you logging tickets, goodluck. R2 can't do much about this.
The only reasonable answer they can give you is your internet is broken.
From past experience this type of problem takes between 2 days to 3 weeks to be repaired.
