all my others see everything, but, one char (which was going to become my main) does not see any private shops at all. ...Vault is there, but, no private shops at all

Are you on the correct instance? Usually shops are on L1, so if you're on L2-5 you won't see them.
Double check your instance. It's in the upper left corner of your mini map. You can click on the yellow L# to choose a different instance to go to.
