Rebirth question?

someone told me if you are a higher level mortal you rebirth into a higher level scion, is this true?

by level i mean stronger like because you have higher attributes..

Yea rebirth at level 80 mortal and become a level 1 scion. And they give some attributes and skill points as rewards and Sperion and Pixie
