Yes you can only make 3 characters in the same server and account, If you need more create another account just make sure it is on the same server.

Exactly , I don't think R2 has any limit on the amount of accounts you can have, however I would probably only go as far as 5 accounts or so.
Just because having more than 15 characters (5 accts 3 per acct) is both impractical and will contribute to the lag we already experience on CS.
