Since our server, S1 and the other servers, is practically dead due to this rollback issue and past issues like bunny race ( which caused the server to lag for more than 30days and so ), can we request for a merge ? Thank you .

Merges are not decided based on player feedback. You can read more about how merges are decided here. You can also file a ticket with support requesting a merge for your servers, but that does not mean it will happen.
