Lvl 1 Pet Skill Books!

Hello,

Why dont we have lvl 1 pet skill books in game? I know the guild contribution pack states that it gives them out but after opening hundreds and hundrests of them in the years i have played i got 0 so the pack is misleading wasted my time with it!

And can we have the lvl 1 pet book skills please?
