I have not received the diamonds i have paid for which was the 39.99 it was recharged made at 14:57 which was 2:57pm(EST).

There is about 7 hours and 30minutes left on "the precious" event and lucky tree.
I want to "shake the tree"

I have submitted a ticket, but not sure was it to the billing department or not, since i recharged via http://purchase.r2games.com/ and than submitted a ticket from http://www.r2games.com/user/?ac=order&type=order&page=1 (don't know where the tickets from here goes to where)
the place i submitted a ticket from said my order was incomplete, but i have recieved a text message from my bank where my credit card is say the international charge of 39.99 is made, and also gotten a message from paypal that the transaction is also made (i used paypal checkout).

I got that diamonds, but than R2mentor told me that any new recharge should be working fine, so than i recharge again and this time was for 9.99 but i have the same occurance of it being charged on my card, and not received the diamonds yet, do i submit another ticket?

diamonds may take ahile depending on your payment option. it may be delayed. You do not have to file a ticket.

what is worst now is i cant even access the support.r2games.com it keeps popping up with the message "ERROR: [HTTP] Could not connect to host"
